THE DEPARTMENT OF ENVIRONMENTAL HEALTH
Our Mission - Protecting the environment and enhancing public health by preventing disease, promoting environmental responsibility and, when necessary, enforcing environmental and public health laws. The goal is "Healthy People in Healthy Communities Free from Disease due to the Environment.”


The Department of Environmental Health (DEH) has an annual operating budget of $41 million and employs a full-time staff of 283. DEH enhances San Diegans’ quality of life by protecting public health and safeguarding environmental quality, educating the public to increase environmental awareness, and implementing and enforcing local, state and federal environmental laws. DEH regulates the following: retail food safety; public housing; public swimming pools; small drinking water systems; mobile-home parks; onsite water systems; recreational water; underground storage tanks and clean-up oversight; and medical and hazardous materials and waste.

THE POSITION
The Chief, Environmental Health for the Food and Housing Division directs 77 professional and support staff and is responsible for an operating budget of $9.1 million. Functions include: administering, managing, and directing a major functional area with several programs including Construction Plan Check; Epidemiological Investigations; Food Handler Training; Food Recalls; Inspections (Bathhouses, Hotels/Motels/Apartments, Jails/Detention Facilities, Massage/Tattoo Parlors, Retail Food, Public Swimming Pools, Public Housing, Restaurants/Markets, Vending and Wholesale Food Warehouses); Recreational Health Plan Review; Special Events; Organized Camps and Rural Generalist Program. 
The Chief will:
 

  •  

  • Direct, organize, and coordinate professional and support staff in carrying out a variety of financial, budgetary, and related administrative functions.
  • Formulate and administer policy in a wide variety of areas such as finance, budget, food and housing sanitation, construction and recreational health planning, and body arts regulation and enforcement.
  • Direct the work and occasionally perform specialized and technical duties in planning, organizing, and implementing comprehensive plans and programs (e.g., researching and analyzing biological, chemical, geological, economic, social, and other factors affecting public health and safety, and the management of the local environment).
  • Participate on state, federal, and community committees and planning boards to design methods, procedures, policies, and services.
  • Communicate orally to the public, government officials, and other staff (e.g. Board of Supervisors, citizen groups, business associations, commissions, administrative and court hearings, and the press and media) to convey technical information on an individual basis or at group meetings.

  • Five (5) years of professional experience performing program management, coordination, and supervision in a public or environmental health program such as food and housing, vector control, or hazardous materials management, two (2) years of which must have been at an administrative or professional level comparable to a Supervising Environmental Health Specialist or equivalent in County service.
  • Certified as a Registered Environmental Health Specialist with the State of California is required.
  • A master’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency in environmental, public, or occupational health, public administration, environmental engineering, a biological science, or a closely related field is highly desirable.

THE GENERAL MANAGEMENT SYSTEMalt

COMPENSATION

The expected annual salary range for this position is between $90,000 - $97,000 per year. Placement within this range is dependent on the qualifications of the successful candidate. Annual salary reviews are performance-based and goal oriented.
