The Position:

This is the advanced journey level position in the Environmental Health Specialist job series. This class performs the more difficult and complex environmental health and safety assignments related to land use and development projects on a regular and continuing basis in the and use and development .
Experience and Education
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
Experience:
Two years of increasingly responsible experience in the field of environmental health regulation and enforcement. (Possession of a master’s degree in Public Health, Environmental Health or other basic sciences may be substituted for one year of the required experience.)
Education:
Equivalent to graduation from an accredited college or university with major course work in Public Health, Environmental Health, or other basic science, which included courses in land use and development.
License or Certificate:
Possession of valid certificate of Registration as an Environmental Health Specialist issued by the State of California.
Possession of a valid California State Driver’s license.
Example of Duties:
May include, but are not limited to, the following: perform the more complex and specialized work in the regulation and enforcement of environmental health and safety laws, rules and regulations related to land use and development projects; perform inspections and review plans related to land use and developmental projects to determine compliance with state and local laws and regulations governing environmental health and safety, recommend changes as needed and give instructions for correction of identified violations and/or deficiencies; assist the Environmental Health Supervisor with program planning and monitoring, including appraising the effectiveness of departmental programs; making recommendations on policies, procedures and regulations related to specific land use and development programs, and implementing program elements as directed; coordinate activities with other agencies and groups; inform interested parties of recent developments in land use and development programs; interpret rules, regulations and policy matters; investigate complaints of violations of land use and development environmental regulations; prepare reports of investigations including recommendations to correct deficiencies; draft proposed regulations or procedures related to land use and development programs; represent the department in all major land use and development matters before the County Planning Commission and the Board of Supervisors; evaluate water well installation and liquid waste disposal proposals, and other land use proposals to determine if proposed use or development comply with laws, policies and standards; attend a variety of meetings, technical conferences and hearings to represent the department and to present information to staff and the public; develop and provide educational programs, materials and presentations on environmental management programs; may provide lead supervision for other staff, which may include assigning, scheduling and prioritizing work; organize training sessions for staff regarding elements of land use and development programs; prepare a variety of reports and correspondence; maintain records and proper documentation on assigned activities; prepare and present cases for hearings related to land use and development projects; appear as a witness at hearings and/or Court proceedings as required.
